Lex Smurthwaite leads American Paint Horse Association FORT WORTH, Texas—The American Paint Horse Association (APHA)
Executive Committee voted unanimously to appoint Lex Smurthwaite of Decatur,
Texas, as Executive Director of the 108,000-member horse breed
The APHA Executive Committee’s confirmation of Smurthwaite

American Paint Horse Association har netop vedtaget den nye ‘One Paint Parent' regel. FORT WORTH, Texas - Fra og med 1. januar, 2005, Skal alle heste som registreres i APHA's Regular Registry, have mindst én registreret American Paint Horse forælder, som et resultat af en nyligt godkendt regel som blev vedtaget på foreningens årlige convention, afholdt d. 29. september til 2. oktober, i Tucson. Meeting
Attending the meeting were: Vice Chair Markus Rensing (APHA
representative in Europe ), also attended and visitors included Honey Lou Elliott, Kristen Elliott and Bill Hittle, an APHA past president. Smurthwaite welcomed visitors and committee members and invited everyone to an international reception in the afternoon. It was felt that there would be more participation if the international group meets during the World Show, and Smurthwaite thanked everyone for their attendance. Rensing thanked everyone for coming to the first international meeting to be held during the World Show, which he felt was a good idea. He informed the group that Lex has become the Executive Director of APHA and has been very supportive of international markets. Rensing asked that all those present introduce themselves and explain their interest in attending the meeting. European Championship Show (ECS) Dates of the show in 2005 were reviewed: Sept. 28- Oct. 2, 2005 . The group was reminded the event is held every other year and will be in Aachen , Germany again this year. The World Equestrian Games will also be held at the same venue on Aug. 20- Sept. 3, 2006 . The ECS will be the first official event held in the newly renovated facility in Aachen . There has been a web site set up at www.ephc.info . Information on the ECS will be included as well as the European Nations Cup. This is creating excitement in Europe . This is the biggest show in Europe and is a higher level of competition for Paints. Sponsorships from countries other than Germany were discussed. There has not been much support and Germany is primarily taking all the risk and receiving any benefit. An extensive advertising campaign for the show is to be conducted in the regional areas around Aachen . Support from France 's club was offered, financial or otherwise, as well as from the United Kingdom , in the form of advertising. The show is occurring at the same time as the UK 's a show they sponsor, so physical participation may not be possible. Posters have been sent out to the European clubs advertising the show. Rensing suggested that representatives from the responsive clubs contact PHC Germany to see what how they can best be of assistance. Minutes Minutes from the convention in 2004, Americana 2004 and Equitana, 2005, were approved as circulated. Update on Trigg Renfro's presentation Renfro explained that it has just been announced that the Olympic games are to be held in London in 2012. There will be a push to get reining declared an Olympic event by that time. He is also investigating what difficulties lie ahead in regard to frozen semen. He also is pursuing the possible shipment of semen from international countries back to the US . He solicited ideas from the group. Judges Sponsor Program Painter asked for assistance in helping international clubs find funding for judges. Bill Scebbie, USGLE, advised of a new program or study which is underway to determine how breed associations and the USGLE can join forces in marketing horses abroad. Their focus at this time is on Europe , and they have 25 days to complete the study. Wayne Hipsley is currently traveling in Europe to interview various people in several countries. The other 60% of the project is to determine how the USLGE can better market and help the breeding associations financially under their guidance. He asked for comments or suggestions and encouraged everyone to talk with him after this meeting. Smurthwaite reminded the group that their marketing plans, ideas or suggestions should be presented to APHA in time to prepare the proposed budget for USGLE funding by February 15 of the calendar year. He told them an e-mail would be sufficient. International Youth World Games To be held in 2006, Rensing reminded them the first of such events was held in 2004 during the World Show. Four teams competed, including Canada , Germany , the USA and Australia . The goal is to make the event an integral part of the World Show and to make it a truly international competition. It is hoped that teams from Brazil and other European countries will participate. Discussion ensued about the selection criteria. Hall explained how Australia selects its team members, and she stated that youth participation had greatly increased because of the selection process. The final selection is made by their Board of Directors, and the youth must raise their own funds. She was asked to submit to Smurthwaite a copy of their criteria so that other clubs could perhaps model it similarly in their own countries. It was suggested that more activities that the youth can do together be offered, such as eating out, movies, etc. Donations and sponsors for the youth can also be sought for items such as clothing. Another recommendation was for each country to bring “goody” bags to share with youth from other countries. Education for the youth that participate regarding the various classes and how to do them was also recommended. Youth Committees or clubs could also be helpful in organizing and determining team members. Information on the APHA web site was proposed as a needed item, as well as flyers or brochures to be sent out to the international clubs. The group also discussed the possible rotation of the games between the USA , Australia and Europe . It was decided that was premature at this time and to concentrate on improving the 2006 games. Another suggestion was to let some countries join forces and have a combined team if necessary. Smurthwaite also pointed out that individuals or teams can also participate in the Youth Team Tournament. European Breeders Trust (EBT) Rensing stated he felt an EBT program was not a viable solution because it would leave out some international countries. He asked the group for suggestions. One difficulty is the 30% tax assessed on such earnings. It was felt that due to the government imposed taxes, that money earned in Europe should stay in Europe in such a program and not be linked to the regular Breeders Trust—perhaps an International Trust. It was noted by Renfro that if the entity has a tax identification number, the tax does not apply. He suggested that APHA's accountant research the possibility and perhaps help them obtain such an identification number. Intern Program Garcia asked if there were such a program whereby Brazilians, English, Germans, etc. could go to the US and work and learn. He suggested that APHA sponsor a program of this type whereby a list of breeders or trainers could be made available to the international clubs and associations. Rule Change Proposal for International Directors Smurthwaite and Linda Foreman explained how the rule proposal came to fruition and how it would affect both international and US clubs. It adds 11 directors but does not affect US clubs' representation. The election process remains the same. If there is no club present within a specific country, it will be joined to another country that does have one. Amateur Competition in Non-married couples In France , it was determined that many unions exist where the couples are not married and it is difficult to interpret the rule as to ownership requirements and amateur status. It was explained that a signed statement from the parties placed on file with APHA would be recognized. PHJ Article Access A request for access to various training, educational and informational articles to be utilized in international magazines, publications or newsletters be allowed for reprint purposes. The group was advised that written requests could be submitted to APHA explaining how the reprint is to be utilized. This will be an important resource for the clubs to educate, train and market to its members. Concern was expressed that such access could limit Journal income and it was suggested that reciprocity in the magazine running PHJ subscription advertising might help resolve any potential affect on income. PDF format for Paint Horse Journal French president Franc Gibert asked if this alternative could be offered to international subscribers to offset the high international rate. The group was advised by Smurthwaite that the PHJ editor is already investigating and pursuing this concept. It was requested that the PHJ print information on international events and news. They were told that the July issue is dedicated as an international issue and will be distributed to them at the welcome reception. European Web Site The group was informed that an application to change the address to apha.eur rather than apha.de has been made but is not yet approved. The idea is to make this address a sub-page of the APHA's web site. APHA's Information Technology department is working on making the site more attractive to the European user and to include an international link. Judge Applicant School Requested Australia requests that a judge applicant school and/or seminars be held there so that locally qualified applicants could obtain their judge's card. This will help them to reduce their costs in bringing in judges. Smurthwaite suggested that clubs submit a “wish list” of items, whether it is judging seminars, promotional material, travel booths, or judge applicant clinics or schools to the APHA before November when the annual budget is prepared. A request can then be made by APHA for assistance and funding from the USGLE. Travel Booth Discussion was held concerning the cost of relocating the APHA pop-up booth for various trade shows, events, etc. Painter advised he might know of a company that could reduce the cost of producing such a booth. It was suggested that more than one booth be made available in Europe to also reduce costs. Smurthwaite asked that when the booth is requested, clubs also notify APHA of the type of photos desired---such as reining, cutting, etc. Judges Exam Garcia asked if Brazilian judge applicants could be excused from English events being covered on the exam, similar to the way roping is excluded for European judge applicants. He also asked of Brazilians could apply to assist at the European Championship Show, possibly as ring stewards, as a learning process. Smurthwaite said he felt both of the above ideas were possible. He also advised the group that fees are waived if international parties want to attend the CBC seminar, judges academy, judges seminars, etc. Discounted Buckles Painter asked if regional clubs and international clubs could get discounted buckles and/or whether any other items could be negotiated through APHA's sponsors. The group was informed that Gist Silversmiths was very interested in marketing in such a program and are excited about the possibility of international markets. It was suggested that the international representatives visit with Gist representatives at the reception. Amateur World Games Hall asked if there could be an Amateur World Games with a similar format as the Youth World Games. Criteria could also be similar. She was asked to forward to members of the Committee and/or clubs a sample of the criteria used by Australia in selecting their youth team members, as well as the amateur recommendations. It was noted that team members would have to be APHA members. Idea Forum Painter suggested that there be a uniform site or vehicle for informing clubs about suggestions, ideas, etc. for growing the Paint breed in the respective areas---increasing membership, larger shows, more seminars, etc. and, in general, more education provided to clubs. Country Progress Each representative explained how their club's history and growth of the Paint breed, in terms of horses, members, etc. Each reviewed current recommendations, requests, ideas, etc. The meeting adjourned at 1:20 p.m.
