International Directors Meeting, ved APHA Fall World Show, 2011 i Fort Worth, Texas:
International Committee Meeting November 6, 2011 Fort Worth, Texas Attendees: John Corbin, chair; Viggo Mortensen, vice-chair; Monika Hagen, Scot Jackson, François Lejour, Manuel Mora Rojas, Karl-Heinz Schmidt, Lex Smurthwaite, Irene Stamatelakys, Carl Thurow, Pat Trebesch, and Jorge Zodrilla. Guests: Craig Dengate, Sabrina Freiberg, Luis Gomez, Steven Imhof, Jukka Kivela, Karen Lonski, Mary Parrott, and Patricia Sands. Mandatory DNA Testing for Breeding Mares I.Alberto Rodeghiero (Italy) asked the committee, “Do you feel it should be mandatory for all breeding mares? Should they have a DNA genotype on file for parentage verification?” Jorge Zodrilla (Mexico) believes it is necessary and should be done. The Paint Horse Association of Australia passed a rule requiring DNA parentage verification of all horses before they breed beginning January 1, 2012. DNA parentage verification is also required in Finland. APHA does not currently require DNA parentage verification for registration unless the horse is a product of transported cooled or frozen semen or embryo transfer. Consensus is to pass this suggestion on the Registration Committee and consider a rule change proposal.
Mandatory DNA Testing for OLWS Alberto Rodeghiero would like to see mandatory DNA testing for OLWS and results printed on registration certificates. The group discussed the cost of testing and differing opinions on the issue. In Sweden, you cannot breed a Paint mare until she has been tested and you cannot breed two carriers together. They have to have documentation prior to breeding. What about HYPP, PSSM and the rest? Lethal white is only one issue. It’s in the buyer’s interest to get a horse tested, but if you put it on papers it might create problems. Education is one answer to this. Animal rights activists in Europe react strongly to lethal white foals. In the U.S., most members believe the way to deal with this issue is through education, not regulation. If we could make information and testing available to everyone, it might be the best way to go.
Show Leases for Amateurs Alberto Rodeghiero wants to go on record that he supports this idea. The idea of allowing Amateurs to show leased horses is very popular in Europe. The Amateur Committee sees some benefits to the idea, but they didn’t like the way the rule change proposal was worded. Pat Trebesch reported that the Amateur Committee did not see a real need as the current practice of transferring horses is working. However, outside of the U.S., members are not very keen on transferring high-value horses for showing purposes. Craig Dengate suggested putting in a time period, limiting the lease period to a minimum of six months. Strong consensus is we ought to have a lease rule and the Amateur Committee should put together a rule change proposal.
Protection of Affiliate Associations The Paint Horse Club Italia (PHCI) provides a service to owners to register their horses. They screen the registration applications and make sure everything is in order for a fee. They want to make it mandatory for everyone to go through an international affiliate to get their paperwork processed. However, there are Italians who don’t want to go through PHCI. There is no rule in the APHA Rule Book that you have to go through PHCI. With online registrations it is not possible to implement this. The consensus is that this not be made mandatory. It is not currently possible to register International Appendix horses online. Karen Lonski requested that online registrations be made available for International Appendix horses.
Protection of Show Dates The Dutch Paint Horse Club would like to have the right to approve/deny a show approval application made by an individual or group not affiliated with the club. At Convention, it was decided that an APHA-approved club or affiliate would be informed of a show approval application submitted by an individual or group in their area. The committee suggests that we continue the discussion and bring it up again with the Show and Contest Committee.
USLGE Funding Lex Smurthwaite explained the USLGE program which provides the APHA with funds from the U.S. government to help offset the expense of marketing the breed internationally. When we send judges to Mexico, Germany or Australia, it comes from this program. We submitted a marketing plan for 2012 in March 2011. We will be notified of the allocation in December 2011. If we don’t hear from you, we are going to submit the same plan as the previous year. You need to let us know well in advance if you want to change your activity. Funds are decreasing every year. Requests for 2013 are due by December of this year.
2012 European Judges Seminar The APHA will be organizing a European Judges Seminar with AQHA near Frankfurt, Germany, from March 27 to April 1, 2012.
2012 Youth World Games The APHA will be organizing the Youth World Games in Fort Worth, Texas on June 22-29. The classes will be showmanship, horsemanship, trail and hunt seat equitation. Information will be available online.
APHA on the Road We can do registrations, transfers and memberships. We’ve gone to Equitana and Americana this year. We would like to go to Mexico next year. It’s hugely successful internationally. It’s one of our goals to increase that activity. If there is an event you think it would be beneficial for, we could consider it. We want to know far enough in advance so we can advertise in publications and spread the word.

Gelding Plus The Gelding Plus program will end on December 31, 2011. That money will be made available to our regional and international clubs, particularly geared to helping smaller shows. There is about $30,000 available. More information will be coming out. There is an application/screening process. We’re looking at about $1,000 per club.
International Affiliate Recognition We recognized two international affiliates at the European Paint Horse Championship show in September. We recognized the Paint Horse Club Denmark for their 15th anniversary and the UK Paint Horse Association for their 10th anniversary with plaques.
DSA Recognition Hardy Oelke of Germany was the APHA 2011 Distinguished Service Award winner—the highest honor of the Association. He was honored at the European Paint Horse Championship show and at the APHA Convention.
Longe Line and In-Hand Trail Class In Europe, we can show yearlings and two-year-olds in longe line and in-hand trail. Right now, they are being shown in a combined class. We need a yearling class and a two-year-old class because two-year-olds always win combined classes. Consensus is to work on a rule clarification and develop class codes for separate and combined classes.
European Paint Horse Championship The group discussed the 2011 and 2012 European Paint Horse Championship (EPHC). The consensus is to form a Zone 12 Coordinating Committee for this show. Lex Smurthwaite will ask one representative of each club to send in their suggestions on the show schedule. The France Paint Horse Association plans to submit a bid to host the 2015 EPHC in Mooslargue, France.

Guests: Bruno Alt, Butch Carse, Eva Rodeghiero, Lia Rodeghiero, Jessica Sondervig. “Veto-Right” to show dates The Dutch Paint Horse Club (DPHC) brought up the problems they are facing because individuals are sponsoring shows with a substantial amount of added prize money. This is drawing exhibitors away from DPHC shows. They feel that in five years the club could go bankrupt because of the loss of income. They are seeking APHA protection. Smurthwaite said that there are three solutions: change APHA rules, request the Executive Committee grant a variance to APHA rules to block a show approval, establish a procedure for individuals to provide feedback about a show approval application (similar to the judge evaluation form). Several options were explored. Lex felt he had collected enough information to come up with a rule change proposal that he could submit to the committee for approval. APHA Liaison There have been questions about the role of Markus Rensing, APHA Director of European Affairs, and Butch Carse, APHA Judge Liaison at the EPHC. Lex presented the history behind the creation of the APHA Director of European Affairs position. He described Rensing’s responsabilities and mentioned the representatives in France and South America. He compared Rensing and Carse’s positions to similar posts at the APHA World Show. Smurthwaite talked about the APHA’s role in the European Championship. The majority of USLGE funds go towards this event. He emphasized that the APHA is here to provide support and assistance, experience and solutions. The APHA is here to work together with the European clubs to make this a successful event. All of us are working together towards a common goal. National Champion for each European country Some members requested that the title of National Champion be recorded on the APHA performance record, for example German National Champion, French National Champion. Lex felt that there is a lot of positives to this, and it’s doable, but this will take a lot of IT time. It is all possible, but we have to prioritize our requests. APHA Amateur Lease The Amateur lease rule change proposal never came out of the Amateur Committee at the 2011 Workshop. There were several concerns. The Amateur Committee is working on revising the proposal, and it will be presented again next year. Internet Portal Irene Stamatelakys briefly spoke to the group about the APHA International website and will present the updates to the site later in the meeting. APHA Online Show Software Lex updated the group on the status of this project. It is on the priority list, however it will require a huge amount of programming time. We are embracing it as it would benefit both the Association and the international affiliates. EuroPaint Karl-Heinz Schmidt updated the group on the show. There are currently 276 horses, 317 exhibitors and close to 800 entries. PHCG has contracted with the Kreuth facility for September 1-9, 2012 and August 24-September 1, 2013 in Kreuth. The facility is offering a contract for August 30-September 7, 2014 at the same rates. The group agreed that PHCG renew the contract through 2014. A comment was made that the European clubs would like to be more involved in the planning of the event. USLGE Funding Lex explained the USLGE program. The deadline to submit requests is Dec. 31, 2011 for 2013. We’ve already submitted a marketing plan for 2012. If you want to change up activities, Lex needs to know that prior to the end of the year. 2012 Judges Seminar Joint seminar with AQHA in Germany from March 27-April 1. It will be held close to Frankfurt. ApHC may join the event. 2012 Youth World Games June 22-29, 2011 during the Youth World Show. The classes will be showmanship, horsemanship, trail and English equitation. Similar format to 2010. World Show New sale concept. Special Yearling Select Sale. International Committee meeting during the show (November 2-12). APHA on the Road/Registrations This works very well for our international community. It was very successful at Equitana. We’re looking at expanding the program in 2012. We offer registrations, transfers and memberships right on-site. It was suggested the APHA and PHCG booths at Equitana or Americana be merged or perhaps open to other European nations. Digital Connection Mortensen feels it has been a success for Denmark. Sondervig never heard about it. Lex mentioned that if international members wish to receive the print version of the Paint Horse Connection, they may opt-in by request. Gelding Stamps If you’ve been given a gelding stamp, be responsible enough to submit that information to the Association so our records match. Youth Horsemanship Camp Stamatelakys and Carse updated the group on this event. Youth Judging Seminar Carse spoke about the idea and need behind this program which will be offered for free to youth at the EPHC. The program is sponsored by the Carses. No other association has ever done anything in Europe to teach children about judging. It’s a great project and we’re very excited about that. PHJ Special Offer We’re offering our International and Canadian members a special rate on Paint Horse Journal subscriptions through November 30, 2011. Gelding Plus The Gelding Plus program will end on December 31, 2011. That money will be available through a different program which will benefit the regional clubs with some funding. We’re going to have a certain budget to allocate. The club submits a proposal to the APHA and follow up with a report/success story, the APHA will support the program with funding. AjPHA Sponsorship of European Championship Show Every year the AjPHA picks a zone show to sponsor. This year, the EPHC was selected and the top three all-around Youth will win buckles donated by the AjPHA. This changes from year to year. DPHC Bronzes The Dutch Paint Horse Club donated eight bronze trophies made by Ellen Welten-Louwers. They will be given to the Amateur Horsemanship and Equitation classes (Regular and Solid Paint-bred) at the 2011 EPHC to the gold medalist and the fourth place finisher. International Affiliate Recognition Lex recognized the UKPHA, celebrating their 10th anniversary this year, and the Danish Paint Horse Club, celebrating their 15th anniversary. DSA Recognition Hardy Oelke is the APHA’s newest Distinguished Service Award winner, the highest honor of the Association. He was honored at the committee meeting and again during the Nation’s Cup competition Thursday night. APHA’s 50th Anniversary Lex called for suggestions on how we can celebrate the Association’s 50th anniversary in 2012. Also, next year the Association plans something special to commemorate the one-millionth horse registered. Presentation of Show Software Christian and Heino Heckemüller presented “Risan,” a web-based show management software solution they developed for APHA shows. They demonstrated Risan’s features and answered questions. European Paint Horse clubs are invited to contact the Heckemüllers to participate in beta testing through December 2011.
